The Challenge

A large electric utility group in the Middle East, operating through multiple electricity distribution companies (DISCOMs), was running its mission-critical billing operations on Oracle Utilities Customer Care & Billing (CCB) version 2.5. Over time, the platform had accumulated extensive customizations, complex integrations, and high-volume billing data supporting millions of customer accounts. The existing CCB 2.5 environment had reached its functional and technical limits. Performance issues during billing cycles, limited supportability, and growing regulatory and operational demands made it imperative for the organization to upgrade to a modern, stable, and supported version of Oracle CCB. The client initiated a program to upgrade the platform to Oracle CCB 2.9, with the objective of improving performance, maintainability, and long-term scalability. The upgrade program, however, faced significant challenges early on. An incumbent vendor had already started the upgrade effort but struggled to make consistent progress. The client experienced delays, rising defect counts, and uncertainty around data migration accuracy and integration stability. As billing systems are revenue-critical, any failure or prolonged downtime posed a direct risk to cash flow, customer trust, and regulatory compliance. In addition to the technical upgrade itself, the utility group had several long-standing operational pain points in the existing system. These included inefficient billing batch performance, manual workarounds in customer service processes, and limitations in certain custom extensions built over the years. The client wanted these issues addressed as part of the upgrade, without introducing unnecessary customizations or operational risk. Metabeat Technology assumed full ownership of the upgrade program and immediately conducted a structured assessment of the existing CCB 2.5 landscape. This included a detailed review of custom code, configuration, batch processes, integrations, data volumes, and known operational pain points across all participating DISCOMs. We established a clear and phased upgrade strategy aligned with Oracle Utilities best practices. The approach focused on minimizing risk, preserving business continuity, and delivering measurable improvements rather than a simple technical version upgrade. Key elements of our solution included: Platform Upgrade Execution We executed the upgrade from Oracle CCB 2.5 to CCB 2.9, ensuring that all core billing, customer management, and financial processes were fully compatible with the new version.
