The Challenge
A large U.S.-based electric utility operating in a highly regulated environment initiated a strategic modernization of its core utility platforms. The client was running a legacy landscape built on Oracle Utilities CCB 2.5, Meter Data Management (MDM), and Operational Device Management (ODM), supporting millions of customers and high-volume billing cycles. The utility decided to upgrade to Oracle Utilities Customer to Meter (C2M) 2.8 to improve scalability, simplify system architecture, and align with Oracle’s long-term product roadmap. However, the program presented several complex challenges: • Decades of historical data spanning customer accounts, service agreements, billing transactions, meter reads, and financial balances had to be migrated with zero data loss. • The existing environment contained extensive custom code, bespoke batch jobs, and tightly coupled integrations with upstream and downstream systems. • Multiple enterprise integrations—including metering systems, financial platforms, and regulatory reporting interfaces needed to be preserved and revalidated in the new C2M architecture. • The upgrade program was already underway with another system integrator, but the client faced delivery quality issues, schedule slippage, and limited confidence in the outcome. The client required a vendor transition mid-program, while maintaining regulatory commitments and go-live timelines. The utility needed a partner that could take over a partially executed upgrade, stabilize the program, and deliver a production-ready C2M platform without compromising billing accuracy or compliance.
Our Solution
Metabeat Technology was engaged to recover, complete, and successfully deliver the Oracle Utilities C2M 2.8 upgrade. Program Stabilization & Assessment Metabeat began with a rapid transition and assessment phase to understand the current state of the program. This included reviewing existing upgrade artifacts, custom extensions, data migration logic, integration designs, and testing results delivered by the previous vendor. A revised execution plan was created to address gaps, reduce risk, and re-establish delivery control. Oracle C2M Upgrade & Architecture Alignment The team realigned the solution with Oracle Utilities C2M best practices, ensuring correct use of framework components, batch processing patterns, and configuration-driven design. Legacy implementation patterns were refactored where necessary to improve maintainability and long-term supportability. Data Migration & Reconciliation A structured data migration framework was implemented, covering: Source system profiling and data quality analysis Detailed data mapping from legacy CCB, MDM, and ODM structures to C2M Controlled ETL execution with staged validations Pre- and post-migration reconciliation of billing, meter, and financial data Special emphasis was placed on billing accuracy and regulatory traceability, ensuring migrated data produced consistent billing outcomes in the target system. Custom Code Remediation Metabeat analyzed existing customizations and categorized them into: Business-critical extensions requiring re-implementation Enhancements that could be replaced with standard C2M functionality Obsolete logic that could be retired This approach reduced technical debt while preserving essential business capabilities. Integration Re-engineering All existing integrations were reviewed and refactored to align with the C2M platform. End-to-end testing was conducted across metering systems, financial platforms, and external interfaces to ensure seamless data flow and operational continuity. Change Request Implementation In parallel with the upgrade, Metabeat implemented a set of client-identified change requests addressing long-standing operational pain points. This allowed the utility to realize immediate business improvements as part of the upgrade rather than deferring them to future releases. Testing, Cutover & Stabilization Metabeat supported system testing, integration testing, and user acceptance testing, followed by a controlled production cutover. Post go-live stabilization was actively managed to ensure rapid resolution of issues and smooth operational transition.
